Cliff Wright

Clifford (Cliff) Wright is the Chairman, Founder, and Chief Executive Officer of Octet Medical and the inventor of the OMEA® platform. He is a seasoned entrepreneur, engineer, and medical-device innovator with more than 130 issued and pending patents spanning medical devices, electrostatic delivery systems, respiratory technologies, and advanced manufacturing platforms.
 

Previously, Mr. Wright was one of the founders and served as Chief Technical Officer of Victory Innovations, where he invented the world’s first cordless electrostatic sprayer. Under his technical and operational leadership, the platform was successfully commercialized across 70 countries, creating a new global category in electrostatic application technology. Victory Innovations was acquired by the Carlyle Group in 2020.
 

Throughout his career, Mr. Wright has served on multiple medical-device boards and executive leadership teams, contributing deep expertise in engineering, intellectual-property strategy, manufacturing scale-up, regulatory readiness, and product commercialization to drive innovation and long-term shareholder value.
 

Earlier in his career, Mr. Wright spent fourteen years at Sharp Memorial Health Care in San Diego, California, where he specialized in neonatal and adult ventilation systems. He worked closely with respiratory therapists, pulmonary physicians, and clinical engineering teams to support high-acuity respiratory care and maintain life-support equipment.
 

Mr. Wright has authored peer-reviewed publications in the Journal of Medicine for the first design of a medical transport delivery system and in the Journal of Pulmonary Medicine for his work on heated filtration systems used in extracorporeal membrane oxygenation (ECMO).
 

He holds a Bachelor of Science in Mechanical Engineering from Arizona State University and is a Certified Biomedical Equipment Technician, having completed his biomedical training at TTI University in Phoenix, Arizona.

Dan Ortuno
Chief Science Officer

Mr. Ortuno has 25 plus years of academic and pharmaceutical experience and has been involved in early therapeutic target validation to first in human trials and eventual FDA approval. He has held leadership positions in the scientific function at Arena Pharmaceuticals, Amgen, and Novartis.

 

Dan Ortuno graduated from the University of California San Diego, with an emphasis in Cell Biology and Biochemistry. He continued his academic endeavors at the Salk Institute working with Professor Greg Lemke in the Molecular Neurobiology Lab.

Kyle Elsabee
Chief Technology Officer

Mr. Elsabee brings fifteen years of experience in medical devices and the delivery of electrostatically charged fluids.  As a biomedical engineer, he has led large teams of engineers in multiple system development projects simultaneously through the product development cycle from concept through production launch complying with ISO 13485 & FDA QSR. Prior to Octet Kyle served as Senior Program Engineer for Victory Innovations, Senior Product Development Engineer for Symbient, and Product Development Manager for Spinal Elements and Spine Frontier.  

 

Mr. Elsabee earned a BS and MS in Biomedical Engineering from Rensselaer Polytechnic Institute (RPI), Troy, NY.

Ben Kinney
VP Quality & ​
Regulatory Affairs

Mr. Kinney brings over 30 years of experience in research and development, quality management, operations, and regulatory affairs. He has held leadership roles across a range of organizations—from advising startups launching their first products in the U.S. and EU to supporting global multinational companies.

Throughout his career, Benjamin has mentored and trained hundreds of professionals in quality management principles, good manufacturing practices (GMP), and operational strategies. He is particularly skilled at bridging tactical execution with strategic objectives to support successful product development and regulatory approvals, from concept through commercialization, in both U.S. and European markets.

Mr. Kinney offers deep expertise in U.S. and EU medical device and in vitro diagnostic (IVD) regulations, including drug-device combination products. His work is grounded in a strong scientific and technical foundation. A self-described lifelong learner, he holds a Bachelor of Science in Physical Chemistry from the University of California, San Diego, and a Master of Business Administration from the University of Redlands. He is certified by the American Society for Quality as a Certified Manager of Quality and Organizational Excellence (CMQ/OE) and Certified Quality Auditor (CQA), among other professional and academic credentials.
